Does anyone have any idea about the legality of mass distributing Bitcoins, in the UK, similar to the form of fiat notes?

I had this idea in mind for a while because it would be similar to a visa gift card at this point.

I don't think it would be illegal, does UK government recognizes bitcoin as a form of currency? And are you to declare it and pay tax on it? If yes then you might be asked from where you acquired bitcoins which you're distributing, if not then they're just coupons which may/may-not hold any value.

What's the difference between visa/mastercard gift cards sold in stores vs selling paper wallet containing bitcoins in store?

Edit: I know the cc gift cards dont require any registration so it's basicallly Anonymous

How mass is mass? If it's a bunch of geezers on the upper floor of a pub then no one's going to care. If you're giving it out to every single citizen then here might be some research needed.
