In Holland you cannot, if you persist doing this (living in Holland, driving with a German licensed car), you will be taxed by the Dutch govenment. I supposted this is in all countries. However, the question still stands of course; is this a random picture, or the actual car? PS @ TS: If you want to sell the car, I advise also some pictures from all sides and one or two of the inside and some specs of the car... Yeah, its kinda a "Hey look I am from that place." thing here in Florida since everyone is from somewhere else and we dont use front plates either.
