Thats simple, find a bitcoin trader who accepts online transfer. Just communicate with him and do the transfer and get your bitcoin. Also you can use escrow system while doing your transaction.

how much you need?and what price you offer to? is the bank must be citibank?i dont have that bank account.

There are lot of people offering such services at localbitcoins.If you have a debit card/Credit Card there are too many online exchanges that sell you bitcoins.Both ways are safe unless your bank bans your account for buying bitcoins which has happened in the recent cases but that again depends on your country.

yeah most of asian country dont have any such stupid rule they dont ban your account for using bitcoin but i think American banks does that because they are the most corrupt and crooked banks in the world and they see bitcoin as a threat because of its transparency 

Most US banks don't ban you for buying bitcoin, that's a myth.  I won't argue that they're not corrupt but they might not be the absolute worst in the world.
