I already have slightly customized ~/.emacs with some of my settings, package installation at startup etc. I use Emacs mostly for orgmode, and have ErgoEmacs activated (it's not easy when you used Windows for so long! :)). Not an Emacs master myself, I'm looking for following tweaks.
Solutions shouldn't require to modify any of the packages, I should be able to just add them to my ~/.emacs or ~/.emacs.d or in some other clean way. Feel free to ask any questions. I would be happy to know ball-park how much would guys you charge for this. Some points seem pretty simple most a bit more complicated, at least potentialy.
So are you willing to split the tasks into subjobs so for each point (sum x) or do you only pay for someone that solves you all issues, I think maybe some problems are not even solvable through simple config options, the mouse slowdown-thing could maybe be hard to nearly impossible to solve. Its really tricky to say how long it takes to solve one of this tasks it could be a thing of 1 hour to at least 3 hours or the most problematic points like the mouse thing very long. If researching what is the problem and if its easy to solve and maybe write a bug report/mailing list mail would be considered solving too, I could maybe calculate that points easier. So I try to give numbers for the task: point 1: 1 hour point 2: 1-3 hours point 3: 3 hours point 4: 2 hour (either find a quick fix, or if I dont find one write a bugrequest into the mailing list) point 5: 1 to 5 hours? (difficult to understand, tell exactly how loong it takes to solve) point 6: 1-5 hours thats very ruff estimates I am not that good in that, the fee per hour depends on which terms you want to pay that, without taxasion I would say 30 Euros (whatever that is in bitcoins, have no wallet yet) per hour?
