It's still got quite a work to be done though.

Definitely it shouldn't be app owner because he/she will choose higher odds to attract more people to bet but they are not the investors. Moneypot is running a fixed system for their dice games so building a sportsbook in it will take work. If you want to buil your own sportsbook then just build your own site independently and ask a developer to make the works in it.
