I think you just got scammed. Better send him multiple PMS
If he comes online but still didn't replies then act fast to create a scam accusations thread against him because in this case scammer's try to grab as much btc as possible through taking loans and trading in pm before getting negative trusts

Actually these are tricks of scammers and I am experienced in it because I got scammed two times

Still now user didn't came online. I think you should now proceed creating a scam accusation thread against him to make him negged before he tries to sell his account or do something else
Also there is high chance of that this user might be going to sell his account

So better act fast to stop one more scam from happening

How long it will take to create a new one or you think this account still has a chance of scam? Will be worth the time or you think better to create a new one? Seems pretty much like the other scammer. Even if you did mention an escrow, you were likely to get a fake quoted PM and considering you were (erm how to put this delicately) stupid enough to send him first, he'd have fooled you with the fake Quote.

Well its your money, if you wanna be scammed, what say do I have in it?

Never knew he would scam for 0.0375 BTC though. I seriously regret it now...

EDIT: Your feedback isn't quite accurate. I only got scammed for 0.0375, not 0.25 ;)

Scammer seems to be negged now. Thanks to mexxer-2 for submitting a negative trust on him for his work
Although scammer is negged now I still recommended you to create a scam accusations against him

It seems like wedge is either a bought or hacked account. If you see his posting history there was a 2 year gap between when he's actively posting in altcoin sections and suddenly vouching for someone's service. You should be really careful dealing with those sorts of people.
