What kind of system are they employing in order to ask the miners for their opinion? Different stratums like one pool did earlier? Maybe they're just polling their users... the different implementations. If a bunch of people can have closed invite-only "Round table" sessions behind closed doors, they can have their own secret discussions and votes too. If anyone wants to challenge them, they would need to accumulate the same hash power.... and that cost a lot of money.
