I assume people do it at least some of the time because there's an interesting point buried in there. it's allowed as long as the bumper bring something new and/or constructive to the thread. the ones that gets deleted are mostly posts by users that have sig ad who's posting something that have already been posted before on the thread just for their signature payment. or sometimes by newbies who doesn't know the rules and posting something entirely out off topic or low quality. in rare cases I see users ranked above full member and their posts rarely gets deleted because they have no sig ad (I think this one depends on the mod of that section.). But I wasn't really objecting to useful updates. I was commenting on several recent postings by new members with under 5 posts, and they are commenting in 5 year old threads, by adding comments such as "I'd like this". Mods can't or won't do anything.

So normal forum users only let moderators do there job and all will be fine. You can only discuss when topics will be closed and when they don't get closed.
