Valid colateral is ALMOST anything of value, thic can include, posessions, currency, digital goods (games)... ETC. And no one is going to other country and file a case for 0.01 btc.

They don't explicitly state what VALID colateral is and the first of the two just tells them that ID is not valid colateral.
