Please educate me why i see this kind of sell topics? As stated in the OP - to avoid the 21-day hold that PayPal puts on new accounts. Very useful when you want to scam and launder the funds quickly (and possibly get PayPal to go after the original owner). Not sure if there is a legitimate reason for it.
