Use the moderation, post in one of the existing threads (e.g. for Yobit spammers) or send a direct PM to one of the admins and/or global mods you think will handle it. I handled a few reports/deleted a few of that users posts but the one in question doesn't seem bad to me. He's offering his opinion/concerns and it's on topic and relevant. I even thought about marking the report as bad but left it to see if any of the other mods would handle it but obviously not so maybe they agree.
