Payeer is like a exchange website more than a wallet where you can easily convert your payoneer ecash into BTC at 5% fee or OKPay at 3% fee. There are many other options like Advcash and so on and they don't charge any fee when you transfer cash to another Payeer account. I guess there is no way to chargeback as well which makes it safe. Seem like a good deal the way you tell. free charge to move to another payeer that should be a good thing if everybody is using it. its the first time i heard of payeer to which i also though he mean payoneer. users here don't trust exchange much though. You can exchange your Payeer cash and receive OKPay or BTC. You can also transfer the amount to your bank account/Visa card but the fee is about $6-$15. You cannot get PayPal/Moneygram cash unless you find an exchanger on this forum. Payeer has limited number of options.
