You can look for which VPNs has Bitcoin support by following guides on VPN for Torrenting (https://www.beencrypted.com/best-vpn-torrenting-p2p-filesharing/) that lists all the features and support.

There is no definite answer for that. Don't let anyone tell you otherwise. I think Psiphon is decent and the speed issue you're reporting could well be because of your internet or your protocol (IKEv2 vs TCP for instance) or the distance from the server (the closer, the faster).
