Average time for me was 2 minutes max, so I don't know what is happening with your withdraw as its been long time since I last used it, but maybe the network is slow so you will see your BTC in your wallet maybe a bit later, give it some time and I am sure it will go through.

What do you mean by withdraw time? Withdraw the bitcoins from your account or withdraw your trade request ? As far as I know, there is no withdrawal time, you simply send the coins to any address from your wallet.Fees is paid by localbitcoins and hence it takes time for conformations due to low service amounts.

Neh, the fee isn't paid by localbitcoins for any outgoing transfers (partially).
P.S.-> https://localbitcoins.com/fees . I'd guess that the OP didn't leave enough btc for the miner's fee (in their LBC account) & therefore their transfer's pending from long hour(s) (maybe).
