If you have an abundance of bitcoin that you are needing to sell on a regular basis then it would probably not be a good idea to attempt to charge a premium because you are the one who has the liquidity needs, not your partner.

I'm also selling Bitcoins at high rate on some site, I will not mention the site, But you can get clients that offers PayPal to Bitcoin at high rate, Let me know if you are interested.

I am selling whatever I have for profit,I can always sell on platforms such as localbitcoins but I want to have somebody I can rely on as well.

Paypal is very risky, who is going to pay the loss when buyer chargeback the payment

You leave too little profit margin for your partner. Your partner is the one taking the risk that got scammed by scammers. You are taking relatively less risk.

Paypal is very risky + on a daily basis = they can lock your account for suspicious activities . May be its better for you to consider prepaid cards

Why not try localbitcoin if, your intend to sell via paypal.

Because all of the buyers want to buy below 1:1 and I need somebody to sell to at bulk,not just $20.

You wanna sell bitcoin via paypal with couple % fees, and you needs buyer not partner :D
Unfortunity for today price of bitcoin almost same on all of markets in the world. Your partners are never come. You must Wait until price of bitcoin become difference between markets maybe your partners will come. Good luck

Any partner would want to buy below 1:1 and sell above 1:1, otherwise how will they make money ?
You are looking for buyers whow will pay above 1:1 not partners, because you want to be the only one making profit.

No, I would not give anyone photo id. I was a victim of ID theft around 10 years ago and it took nearly 5 years to clear my name. That was my worse time ever :(

But I can assure I am a believer and true to my word although it may not mean much as I'm a newbie ??? atleast not a bought account :-X
