You can request this through LiqPay and they send you a letter. It takes about two weeks to arrive as it's mailed from Russia. This happened to me. The charge never hit my account after verifying. After that, I made new deposit attempts and it worked fine. Three successful deposits so far. (:

Waiting to authorize your address gives time for the BTC-e thing to blow over. That way, if they keep getting DDoSed or whatever, then you won't lose coins or cash to them in the event they have to fold.
