It is my understanding that steam accounts are considered a bad type collateral, the reason being you are able to reclaim the account at basically anytime you wish by claiming you were hacked, or simply requesting a password/email change. Your IP will match recently used, and IP of account creation so Steam probably wont argue with you, and definitely not care about external agreements.

Also, it seems your account was VAC banned.

I am not aware what a VAC ban is completely, but i assume it is, among other things, a reason for you to not care about the account. :)

The term you were looking for is collateral and not collectar .Steam account is not a valid collateral.

This sounds more like you are trying to sell something.  You are using it as collateral, so there is no need for you to have more than what you are asking for.  When you pay it back with your interest, you will get your account back.  So please explain how you are going to ask for more of a loan based on your collateral?  Does not add up to me.
