Why don't you change the funds to neteller? For fees, it will have no impact in multiple transactions as far as I know about the fee system.

No. They will take money from B only if B still has any balance. I doubt the balance gets negative. Also, it's not that easy to chargeback using Skrill as compared to PayPal. Only credit card chargebacks are easy.
