However, I think this is very different from bitcoin which is not regulated by anyone.

Its a good news that this Digital currency is mentioned at TED. It can be a big help the bitcoin industry to price increase or it can be a big help to know the bitcoin around the world. However, I think this is very different from bitcoin which is not regulated by anyone. He is suggesting that the IMF "print" money to pay for programs that reduce global warming. He is just another person that doesn't understand money. The proper response to such ignorance is to suggest (with a straight face) that their government give every person enough money to make them a billionaire.
