For instance if they waited around for people to "schedule" an "attack" or if they legitimately wanted to spy and track/monitor people. I think it only makes sense for someone in their position to scan the internet broadly as to whether an attack against them would happen or something. Then they theoretically could try to prevent or minimize the effects.

Or maybe they reached out to the best they had without posting a job on their site.
