Most people use okpay to buy their btc-e codes, but I tend to stay away from exchanges that offer cheap prices.

Its just from previous stories of deposits, there were selective situations where deposits were credited. You can look up this scenario 2012-13, on coindesk and look for it in their archive.

As for the chargeback situation, most cases should be avoided.

Why not sell it on the forum in the exchange thread stating with escrow? for cash deposit or something else..

Selling btc-e codes for paypal is like selling btc for paypal. There is still a chargeback problem.

Is that legit? From Paypal`s point of view no,but who cares  :)

Just use escrow and deal with trusted traders.

Yes it's better to trade with other users that are legit because in that sites you can't be sure that it's legit and not a scam.

Both of the payments are risky if the website is not legit. For example, if you want to buy btc-e codes via paypal. They can give you used btc-e code or if you want to sell btc-e codes via paypal they may reverse. So, my suggestion use legit website for this kind of transaction or just avoid for the sake of peace of mind.
