miners can choose which and how many transaction they include in a block. i think speed wise it would be the smartest to just include 1 super small transaction.

efficiency wise not so sure, you could lose a lot (?) of fees.

I have seen dozens of blocks that has only one transaction which is the new generated coins only. so what makes this one the luckest ?

It and the previous block have the exact same timestamp: 2016-06-14 21:39:25
