Yes, it is a bit confusing in these aspects and about scamming yes, I think they will not do scamming, at least for small numbers!

I'm shooting in the dark here but it sounds like it'll cost you $3.80 every time you withdraw funds; pardon me if I'm wrong.

Just find an ad on localbitcoins that offers paypal?

It isnt rocket science unless youre not pleased with the rates, but thats the only few options left unless youre with other sites like circle.

f you initiate a withdrawal in USD from your balance at CEX to your Visa payment card, the commission is $3.80. For example, In case you initiate a withdrawal of $100, after the fee deduction $96.20 will be credited to your payment card

If you are trading on trade page (https://cex.io/btc-usd) the fee is 0.2% which comes out to be $0.20 for $100 where as if you are buying BTC instantly on Buy/Sell (https://cex.io/buysell) page the fee is 2%($2.0)

So does this mean that after deducting the 3.8$ fee we have to pay another 0.2% of transaction fee too? I mean a fixed cost of 3.8$ plus a variable cost??

It means 3.80$ fee (without variable costs) per one withdrawal to your Visa card.
0.2% trading fee charges when you trade/exchange btc to usd.

You can with paypal a I understand it if you link a credit card to your paypal account you can use that to make a "purchase" thus by passing any middle men asking for these enormous fees that charge for a simple CC payment.

You can pay with a cc with a lot of services.  The problem sounds like he doesnt want to register on the sites.  Which means or could mean, Im sorry I am not trying to accuse you of anything,  That it may not be their card.  With the exchange sites directly you have to send scans or pictures of your Identification.  On paypal and skrill and webmoney and payza you still have to register and some will make you verify your account.  If it is a legal card and you are outside the US you can register for a Polish paypal account with your card.  I believe they will accept any ip address of any country to register with.  Then you can make a paypal purchase from someone.  I have to cashout a bout 200 dollars a day of my BTC and I usually do it to paypal myself.  So if you have paypal funds I would be willing to exchange it on my terms.  Im not looking for commissions for doing it.  it will save me commissions actually.  PM me

Actually considering I just had someone call me a scammer.  And the fact that they wanted me to send them Bitcoin first and then have me send them paypal which they would have some protection with and I would of course have none with a non reversible bitcoin transaction.  I withdraw my offer.  I dont need anyone calling me a scammer.  I was just new to the site and trying to join in.  Please forgive my ignorance
