So you're effectively looking for coins that cost less than $19 to produce. I haven't seen any coins released around that price point for a long time. You'd be much better off trying to snag a non-graded coin and sending it in to ANACs yourself, it's very likely that you'll hit M65+ on any coin sent in if it's unredeemed.
