Title: What's up with blocks 225883 and 225884?

How come these two blocks have no transactions while there are more than 2600 unconfirmed transactions piling up?

Could consecutive empty blocks be a new ASIC miner configuring their setup before starting off properly?

More likely a botnet that is saving work by just mining empty blocks.
