However his account only worth 0.02 or 0.03 because i have seen a guys selling a Sr Member account only for 0.045 . The price of bitcointalk accounts is dropped because of the increase of bitcoin price and now the people are not interested in buying accounts .

The above link mentioned doesn't display accurate rates because still it is the demand of the buyer that still counts after all. Also, you're a full member, so don't think too much for it.

I guess campaign managers take that sort of thing into account when accepting or denying people for the sig campaigns. Selling accounts is just such a shitty practice. There's nothing good that comes of it. People either buy an account and try to scam immediately or they join a sig campaign and spam the hell out of the forum. If the new account owner have worst posting quality then there nothing can change. but if the owner have better quality then he can easily improve the post quality of the account and get in to any campaign. and the bot don't even determine the post quality correctly.
