It simply means an ASIC will not be functioning properly, and you will get slightly less hashrate. Not much to worry about, as long as there's no more than two it's still a good miner. Ask him what happened to the miner, because depending on the issue, you may have to change fans or something similar to prevent more failed ASICs. I'm assuming he let the miner overheat, and the ASICs failed as a result.
