The application is not ready. We are now looking forward budget. Soon there will be a proposal for ICO.

This sounds a lot like geocoin. And there are no pokemon so it sounds boring.

Whats the point of doing an ICO to try to compete with PokemonGo? Just riding the hype train?

This type of distribution is just stupid. No one is going to get off their asses to collect coins that are worth no more than a fraction of a cent. Its a complete waste of time and it will die, like GEOcoin (https://bitcointalk.org/index.php?topic=923995.0) did.

but controlling the region as in the example f Kuwait looks a little puzzling for decentralized system

How will it work? Will the Android wallet be connected to a centralised server, or will it be a standalone wallet running on each phone? Electrum's semi-centralised in that it contacts one of a number of servers to get access to the bitcoin blockchain. If your Android wallet's any more centralised than that I don't think it will be successful.

Not another pokemon coin! Enough of this shit already.

Maybe this is a bad example.
I'll explain it in another way: you can distribute 1000 BTC for Africa, for charitable purposes.

Unfortunately this Android app can not be done in a decentralized.
