you need a collateral for a big amount like that

^ This and your identification is not a valid collateral for a such big amount, you really need something that can be sold if you default and the best would be over 120% value from the ammount you are looking to lend.

If you decide to give something as collateral be carefully to who you will give the collateral only use trusted members and check it the account is not hacked or somthing, by asking to sign a message from an unedited 3 months plus post.

I've known Bitcoins for more than 5 years already, does that mean I can loan 1BTC? No. If you don't have money to mine, then don't. It's as simple as that. I'll be here forever waiting for someone crazy enough to give you a loan. If it's a 3 month loan, then why don't the lender just mine etherium himself? That way, he'll be sure that he'll get profit, unlike when he gives you loan, he wouldn't know if you'd pay him. Please consider that.

On a side note, your legal identification has no worth here.

in bitcointalk there are some rule in asking loan, and the strict rule is "No collateral No loan" so provide some valid collateral

Your legal identification does not mean nothing when it comes to collateral for a loan.  If you can not provide some sort of value collateral, you may as well close this thread.  Let us know if you have sort of valid collateral.
