you should hire someone or get a buddy to work with if you want to develop your own new altcoin and not waste your time because from your comments i think you don't have enough experience in this area which will lead to disaster and nobody will ever come near your new coin.

You seem quite noob with programming so better hire few dev who have already worked in other altcoin creation. And also there are lots of altcoin creating service and they are also cheaper this days.

in your windows, open CMD.
execute makeacoin.exe

its done, now all you have to do is open a ANN thread.

you want to develop coin you have to be able and proficient c ++ programming
Her regular know linux server to put various kinds is needed to develop coin stored in linux vps

Although there are site that offered to set up or cloned a coin,but it will just become a shit coin you need to think will be the usage of this coin and come out with a better roadmap,there are now thousands of coins in the industry,it might just become a pump and dump coin and eventually die a natural death..
