How to become a Legendary? According to the rule:

Activity: the Legendary membergroup has no universal activity requirement.
You are guaranteed to become Legendary somewhere between 775 and 1030 activity,
but the exact point in this range at which you become Legendary is random per user.
Gets 5 gold coins under his name of which the last is half dark blue.

But I saw one Legendary who have a 600+ activity, why? What excatly is the rule?

That's how to become a legendary, once you are, you stay for life.

But I saw one Legendary who have a 600+ activity, why? What excatly is the rule?
If you were to become a legendary, and after that, delete your posts up to a point where your activity and/or post count drops to 600ish,
you would not lose your legendary status (iirc).
This however only goes for legendaries (and heros maybe, not sure about them), lower ranks will always have their rank according to their current activity.

you would not lose your legendary status (iirc).
However, I believe that this only stays until the next activity update. IIRC when it happened with a member previously, their rank was updated to be correct when the next activity period began.

Legendary rank is permanent I think.  This user (https://bitcointalk.org/index.php?action=profile;u=62794) deleted most of his post at some point before January but is still a legendary.  Hero and below (or maybe Sr and below) will revert back to lower rank if they deleted their posts.

Nope, Hero ranks are permanent too.

IIRC only Newbie, Hero, and Legendary members don't get demoted normally. Maybe I'll fix it at some point, but it's not really a big deal.

Why did they delete their posts, is there a limit to the number of posts allowed per account? If yes, how do you know you have reached the threshold limit for your account?

i think they deleted their post that is spammy. to clean their post track i think. maybe when they are low rank they post spammy post for signature campaign and this is always happen when we are all rank and lack of knowledge

There are many of them that are selling something and bumping topic with it. That's spam but posts grove the rank as it is automatic option by forum settings. Mods are working their job so they are deleting posts if there is many posts like bumps, so if user became a legendary member like just now and mod delete his posts that are spammy, then his profile looks strange as you described. But also after that he might stop posting for lets say unknown reason and there you are, strange profile.
