You can't and you should not create a new account if you're already banned.

You can appeal your ban, for which you need another account, obviously.
As long as you don't evade you ban, which will result in a lot longer one, that's ok.
You're only allowed to post in the Meta section, and only in regard to the appeal of your own ban.

Which account are you referring to? Please post the username in here so it can be more clear and we can know why the account was banned.
Did you recently changed the password via the secret question? If yes, it's just locked for security precaution, not banned, if i is because of spams then it is ban, you can't post outside of meta.
You can contact theymos or badbear to get access back to your account if it's locked.

He already posted on other section even if his account is already banned though. We could confirm that the account was already banned at that time by looking at the quoted message down below. There's a little detail here that his account is full member as well. I wonder if this will be considered as ban evasion.

Stop spamming. There's a mail provided with the ban message.
Additionally, you can write a PM to theymos.
Neither will be responded to any sooner if you continue to spam the board.

Be patient. Theymos can take days, probably weeks, even months to respond, if he even responds at all. Be patient, stop spamming, and if you are banned, you are not allowed to post anywhere else in the forum except this ban appeal thread.

Based on my experience it is very very difficult to unban a banned account. There is not exact criterion for people who have banned accounts and admins will not help you in this regard, just try to prevent so it does not happen again. I think this post can help you in this regards:

I think you should give your self some time,you can still read the posts here even without logging in so you can learn alot just reading threads here and may be till then you will get the reply and your posting skills may also improve till then.
