They all are second choice after adsense and those who can't even compete among second choices disappears. Rather than spam we can call them closed if they are paying their pending amount.

People will always use ads with highest income per impression, and advertise on cheapest one. Ads with both will kick opponents from business.

There are only many publishers who want to earn. yes this is the actual problem as most of the advertisers are just bitcoin hyip/doubler/ponzi promoter and few faucet owners so they don't invest much in advertising because return is not that much as well as faucet traffics are not easily convertable.
