he's account got locked when he moved country. anything to do besides Emailing ? been 3 weeks

How did his account get locked ? Chances are he got locked out of his account while setting the password through security question.

i asked him. looks like he tried to reset with email, then Security question, when he choose a new password the account got locked.

That is a known bug/issue with resetting passwords through Security Question.He can always mail theymos and ask him to reset the account.Have a look through this thread https://bitcointalk.org/index.php?topic=497545.0 ,basically ,mail/inbox theymos signing a message from one of his staked addreses to prove the ownership.Although that doesn't really guanratee that the account will be restored asap but certainly gives hope.Depends on theymos's mood.

It's not a bug if i remember theymos have selected to block all accounts who are being reseted via secret question because of the leaked db a while ago

So this is just to prevent any hacking of accounts

It can be a good consideration but how one can recover the locked account if we want to move another location?

The account isn't locked because of him moving to another location; the account was locked because he tried to recover it through his Secret Question. You would know this if you had read the thread before posting for your signature.
BitcoinTalk doesn't care where you log in from, I have logged in using VPNs from all over the world and it has made no difference. Providing that you know your password/can recover your account via email there shouldn't be any problems.
