The problem is that is a game player cs player. There is no bank on this game. The casino would only earn money if they take rake from the game. Similar to a poker game. Straight up PvP multiplayer games simply aren't that feasible, unless there is a unique twist on them.
Since you said you wanted to play for fun, maybe you might be interested in these rummikub sites?
