In Afghanistan, the government introduced automation to its tax collection process that helped reduce opportunities for tax theft. In India, the government launched schemes that utilized the power of internet in distributing subsidized fertilizers among poor farmers, a service that was food to corrupt middlemen for over 60 years...

No. If anything it will make it easier because they'll be able to use btc to do their corrupt dealings.

I read through this article and I agree. In theory it sounds amazing  but it is only a theory.
If author of this news expect that suddenly corrupt officials would be using bitcoin, or blockchain to document all transaction he must be from another dimension.
They would continue to accept bribes in cold hard FIAT like they always did. Bitcoin can't change human scummy behaviour.
