20% of the entire supply. The premine address won't be staked to allow smaller holders to make up most of the network weight. The premine will be used to pay off bounties, pay for services, and a specific market making project that will be brought to light once we get listed on an exchange.

How much maturity for staking? I assumed it was 20 confirmations, but my brand new sigma have 27 confirmations and they still do not mature...

Yes you can stake via the windows wallet, just leave it unlocked. There is no minimum balance, you just need to wait 2 hours.
