Where can I buy bitcoin with credit card and debit card and I am from a third world country ?  I know Cex.io but they didn't accept my card because its not 3D secure.

localbitcoins is your best option.

Any other place as I was trying there but with this option they want a lot of verification. I want to buy in a website which they only ask the data found on the card like name of cardholder , card number, cvv code.

Just buy fro someone you know instead of looking for a place to buy with your cc. It is hard to buy bitcoin if you are from a third world country or better yet use another mode of payment. Try localbitcoin perhaps, you can buy from someone from your local in there.

If you have known credit cards that allow C2C transfers like Neteller or Payoneer then you could trade with individuals on the currency exchange section (on Bitcointalk) without the need of verifying anything.
If you don't already , you could get Neteller ship a card to you (both virtual and physical are available) and then load your account  with payment methods that fit you (MasterCard , Visa and others ...) then trade using the Neteller funds with individuals as explained above.

What is currency exchange board ? I don't know.

Coinbase.com they accepting credit card but you need to provide your information so that you can prove that the credit card you use are true so that they can process your request that easily welcome to bitcoin world bro . is there any bitcoin wallet base on your country? so that you can easily buy some bitcoin if you need.

It's probably better to build some trust first (by selling some stuff) before heading there and asking for trade with a "reversible payment method" (Read the rules of that section for more info) , that would give you negative trust after your first exchange request thread.

I don't think so most of the bitcoin debit card company is accepting a card for the payment. I have tried once in to get a btc debit in spectrocoin site. If you are not able to cex.io means you could try here buddy.

Have you ever checked purse.io ? If your card is accepted in amazon than you can buy items for others and he will pay you in bitcoin through purse. I haven't used their service but have heard this works.

I tried all of the suggestions and it doesn't work. I live in Kosovo the newest country on Balkan so I am having a hard time. I found a few sellers at the currency board but they had a high minimum amount and they were asking for 5 Euro fee for every transaction which they say its their commission. Any other suggestions ? I just want to buy 0.03 to 0.10 bitcoin in a month which is a small amount.

I think you can try coinbase if you are in us base.. they are offering to buy bitcoins in debit card this is what i seen in their site.

If you read the post of the OP which is just above you the OP is stating he lives in Kosovo and not in US.

OP try coinimal.com there they accept to sell and buy bitcoins with credit/debit cards. For this you need to make a Skrill or Paypal account which I think is allowed for your country. Verify your card in Skrill or in Paypal and you can buy up to 50 Euro without any further verification. Don't know if it solves your problem , but you just have to make a Skrill or Paypal account and your problem is solved.

and what was the problem to use localbitcoins?

The problem with local bitcoins was because if I tried to buy with paypal they asked a lot of verifications procedures including a selfie while I don't have a smartphone.

I tried coinimal and I have a verified personal paypal with 21 on hold money which could be used there. They were asking a minimum of 25 Euro which I don't have for the moment but will try when I do.

Any new suggestion or any other website like coinimal but which has lower minimums ?

Have you tried Xapo? A friend of mine used that site to buy bitcoin using her credit card and it had a fast transaction too, at least that’s what she said though. And also try localbitcoins too.
