Yes, due to reserve bank of India's aggressive rules debit card services in India are highly regulated. (Similarly Paypal in India has some peculiar rules). Surprisingly, India is not included in the allowed country list of coinbank's No-name Limited cards. Still, coinsbank has an unique debit card type: No-name Limited cards. In the meantime , you could use their virtual card which is pretty awesome and could be linked to PayPal and other services.
