When can we know when it will get listed? In this case it was in bittrex https://www.bittrex.com/Market/Index?MarketName=BTC-SNGLS as you see, there was an opportunity to buy as low as 100... traders are just in between and we only see the outcome of the decisions these two giants have made or to be made. That will be a good place to know about the activities of the developers and supporters of that coin.

Some icos even state the possible time for it to hit the market in the forum
