You should check the different Ad auctions theymos make and see how people people offered , as for the impressions and traffic , you should check this : https://bitcointalk.org/adrotate.php?adstats
It's probably more recommended to make an announcement thread and start a signature campaign , that could generate much more traffic for you+ more users.

I disagree with this. The likely outcome: Campaign gets started -> Improperly managed -> Filled with spammers -> Service ignored by any major users.

OP the best option are those AD slots, and the price fluctuates so you may end up getting it a bit cheaper than usual. The secondary option is a signature campaign as suggested, however make sure you have a very good campaign manager.

overall forum ad prices have fallen. But that could be because people are hoarding their BTC in anticipation of the price going higher.

Its pretty much market rates for the top end slots (~$2 CPM) down to $0.20 at the lower bids. That's pretty good for a non network, self administered ad sell for demographics likely to be using VPNs, privacy software / extensions and ad blockers.
