Agree with this , if yo-u decided to create an altcoin you must really know the fundamentals of it and other things related into it for you to have knowledge about on the altcoin who you plan to made. If the person with the idea has no idea how to keep it going, that person can't inflict it on the community for an extended period of time. He can always hire another developer but it would be too costly by then and agree with you that if you don't have knowledge on how a coin works you might end up scamming investors,but so many coin owner now has 2 or 3 developers..
