Title: Encrypted wallet will not reset

I lost my bitcoin qt wallet passphrase and got 75$ worth in there. ive accepted that i wont get access to the money again so i deleted my wallet and redownloaded it from bitcoin.org so i have a new one, ive done this multiple times and still have the same damn encrypted wallet each time. whats wrong?? Ive deleted everything related to bitcoin on my PC by the way b4 i reinstalled

Close Bitcoin-Qt if it's running, then delete the file wallet.dat in the folder %APPDATA%\Bitcoin, and restart Bitcoin-Qt. This file is not deleted during the uninstall process, to avoid losing your money by accident.

Yeah ive been deleting that file then when i redownload the wallet its the same wallet

delete everything in that file
C:\users\your username\appdata\roaming
look for bitcoin and delete it

(also feel free to open it up and send me the
wallet.dat
addr.dat
.lock
files and ill have a crack at the password XD)
