i am just not able to pin tweets. I am not getting the option below three dots I've pinned in the past, but  it's not working now

It's there. The pin to your profile option.
Once you click that it will be pinned in your profile when you visit your dashboard.

Hello there, stiffbud is right that the option is there. In the photo you provided, there is Pin to your profile page option. Have you tried to click that? If no, you should try it then let us know here if it's working or not. Visit your profile after clicking that option to check if the tweet was pinned. Check the image below:

Like I said, it is the pin to your profile. Click it. It's the same as pin this tweet. It is in the photo you provide. Check it.
