I would not touch this, this could be a large breach of security, causing a loss of Bitcoin, accounts, etc.

He said to download it, not to install. However, I would not trust to install it. He is probably making money from people visiting the download page and downloading it per unique user, which is probably why he came here and "offered" .20c/download, though there is no real way to confirm anyone did download anything. All they would have to do is wait for the counter to go up, come here and say done with their btc address.

I think something is fishy here .. That file can be a spyware users who have downloaded it don't run it..

But i am not sure about this i have feeling regarding this because OP is missing without any payments to the users who completed their task.

I tested Op's link with VirusTotal and it seems clean link so far. But that proves nothing really. For everyone trying to earn a buck here - stop for a moment and think:
what potential benefit will Op gain if you download his file, so he is willing to pay you 20 cents for it? Risking your machine security for that pitiful reward is totally stupid.
Walk away from this offer and never look back - the cons definitely outweigh the pros here.
