Through your link i saw that you were currently using a wordpress for your website.
Now if you are a bit urgent then you could surely purchase premium themes from the wordpress site it self from your given budget. Now if you are not that a bit hurry you could try to avail the services offered by the users in this forum but i doubt that you could get your desired results with that budget whrn you choose to let someone do it for you
