Hi I am a noob and I'm looking to download Electrum as i have heard this is the easiest and quickest wallet to have. Is this the case?

Also do you need funds to open a wallet as i wanted to get the wallet first and then buy some currency.

any reliable UK bitcoin sellers this forum can recommend?

Electrum is a pretty good and reliable wallet. It has a lot of coin controll features, so a user can actually learn a lot from using it.
If electrum is a bit to difficult to master, you could also start with multibit HD. It shields a new user from a lot of coin controll features, so it might initially be easyer to use, but once you actually start to learn, it might not be sufficient (imho). For example: you cannot chose which inputs will be used, you have no list of previously generated addresses,...

As for your question about wether or not you need to purchase BTC before running a wallet: no... You can easily start by creating a new wallet and only afterwards get some BTC.

A couple of important tips:
- if you chose to use electrum or multibit, make sure you write down the initial seed!
- make sure you chose a strong password
- make sure your pc is virus and malware free

There are several places where you can buy BTC... An example is:
https://localbitcoins.com/country/GB

But first, educate yourself about BTC and how to use localbitcoins, so you don't put yourself into any physical danger, and you lessen the chance of getting scammed.

well electrum is quite easy to use and don't require you to download the whole blockchain so electrum is a good choice indeed

You don't need to have funds first. Just open a wallet and get the address, after that you can buy bitcoin and then send the bitcoin to the address which you have made before

First you must know that you dont need funds to have wallet. You can download electrum or any other wallet and generate address to get paid.
Second, electrum is also good but it is mostly a personal choice.I prefer xapo or blockchain.info online wallet
I suggest you also have atleast two wallets and split your funds to keep them their

Personally, i'm not a big fan of promoting online wallets to new users... Their learning curve might be lower and they have the benefit of being accessible everywhere, but new users won't learn a lot by using online wallets, and they might lose their coins pretty easily due to hacks/scams... Just my personal opinion tough.
