If you could get $1 , $5 and $10 worth of Bitcoin easily. What should the service charge be?

What do you mean by "What should the service charge?"? Not only is your claim impossible, if you could do it, you'd have to charge a lot and make it pointless.

Hypothetical? ( or a reality ) how much is a service like this  be valued to you in terms of what your willing to pay to get it?

I'd say up to 5%,
the easier it is, the bigger the cut your users will swallow.  ;)

I had it pegged at 2% or this would be the-honor system which you pay-what-you-want. Which leads me to ask do you think anyone would pay anything ? Or would they just take and run ...lol

My guess: few would pay and most would just take whatever they get and run as fast as they can.
2% sounds reasonable.

10% seems decent over spot, but I figure 3% over Bitfloor 24 hour high is best for USD.

A little more detail would be helpful. What payment methods would be accepted? How would they be processed? Is there a website? In person or online?

For PayPal a 10% fee would defiantly be reasonable. You should also cap the purchase at $100 to $250 (at least for first time buyers) per order to make sure you don't get cheated on a large purchase.

less than 1% or else I would use a CC and have protection instead of wanting BTC to use.
Unless i was someone trying to launder money, then I could see them paying much more to keep it private.

No offense, and of course you can have whatever avatar you want (I don't even know your motive for the somewhat comical rendering), so don't take this the wrong way: You might want to rethink having Che Guevara as your avatar, here are some quotes by him:
