Try to use a trusted member that offers PayPal even sometimes they scam. Or sell it only as friends and family and the escrow holds the BTC for a couple of days because ach transfer is 3-5 days after it goes through they can no longer reverse I believe.
I don't deal with PayPal that much because of the headache id buy it but I'm sure your expecting a mark up and for that little amount I couldn't justify that. I've been using bitsquare to buy and sell some of my coins very easy download and it uses tor, so there is some options for you plus coinbase, circle, and LBC.
