This is the first time I've heard about this wallet, then when I tried to search about this and seen that there are many issues about this wallet in this forum, ex. https://bitcointalk.org/index.php?topic=1352638.0
And I warned you that don't give your private keys to anyone, its very strange that a wallet service asking private keys for sending funds, only I know is when you're sending funds in any wallet it will ask a pin code, in email or in mobile if its required but not a private key. So just a suggestion don't use anymore this wallet its very dangerous.

When you made a new account, you were asked to create a password for that account, right?

So, all gotta do is:
1.click on the account name you want to send from,
2.click on the "decode private key" button,
3.you will be asked for your password,
4.you'll get the decoded private key, which you can then use to send your funds.

Hey Walter, calm the fuck down. They're trying to help you out. Now,usually the private keys that you get by default shouldn't be BIP38 encrypted,if they're,you will be provided with a passphrase as a password. If you forget the passphrase, you lose access to the keys and it's impossible to recover the funds then.So if you have a paper wallet, there should be the passphrase on it which you should use as a password instead of your login details.I may have not understood you properly but please let us know more about your wallets and where did you import the address from.

Yeah, do calm down.
When I say password, I am not talking about the password you use for logging in. Was that the one you've been using?(Just in case)

When you made that address(they call it account), you were required to label the account then make a password for it.
If you lose your password/phrase for that account, you won't be able to decode the private key.

So, you need to remember the password/sentence you used for that specific address in order to decode the private key.

I CREATED THIS ACCOUNT ON STRONGCOIN SINCE 2012 AND I USED TO TRANSFER FUNDS WITHOUT ASKING ME FOR THIS WHY NOW IS ASKING FOR PRIVATE KEYS ? OR PASSWORD PHRASE .  BUT I HAVE DOWNLOADED THE PAPER WALLET WHICH CONTAINS ENCRYPTED PRIVATE KEYS WHICH IS NEEDED TO BE CONVERTED TO STANDARD FORMAT BEFORE I SEE IT AND USE IT.

You'd still need to supply your password to decrypt the private key for that paper wallet.

The paper wallet has you private key encrypted with AES which is compatible with openssl. Just supply your password to decrypt the keys with any AES openssl compatible implementation.

Are you, by any chance, using a different computer?
"A hybrid wallet allows you to send and receive Bitcoins just like any other wallet. However, the Bitcoin private key which is required to send money is encrypted in your browser before it reaches our servers".

Anyway, you should read this, it's very similar to your issue.
